I am talking about the kennell dog we just got 2 weeks ago.She has never been on a leash before.And it seems to be a pretty traumatic thing when I’ve tried.So I ‘m scarred to push it. Any ideas?

Sorry, this is long but I wanted to explain in detail.
1st Incident: A neighbor two doors down walks a little dog (probably 10 lbs or less) off the leash. The dog is known to run up to people and other dogs and has been in dog fights because of it. So the neighbors little dog decides to jump on my dogs head (my dog is a 40 lb pit bull) and my dog bites her dog. My dog is on a leash, I’m upset not only because her dog was off the leash but because my 3 year old was there and witnessed the entire thing. The neighbor tells us we have to pay her bill, we decline and tell her there is a leash law and we were not in the wrong. Now our dog is looked at as vicious.
2nd incident: My 3 year old, fiancee, and his friend was about to take our same dog for a walk. This is about 1.5 weeks after the 1st incident. He tied her to our garage and went to shut the door. Out of nowhere comes a different neighbors dog and attacks our dog. This time the neighbors dog is about 100 lbs and sitting on top of our dog biting her. The neighbors 2nd dog who is closer to 175 lbs runs out and sneaks up behind my fiancee. He beats that dog away after his friend alerts him. After about 10-15 minutes, my fiancee still can’t get the dogs broken apart. He has an asthma attack (he has very bad asthma), and when he opens the garage door to get his medication our 2nd dog runs out and joins in on the fight. I don’t know if that was a blessing in disguise or what, but after he took his medication and came back out he was able to get our 1st 40lb dog off the neighbors 100lb dog, and then he easily broke up the 100lb dog and our other dog. Mainly because my fiancee had already leashed up the neighbors 100lb dog and was able to call away our other dog (he is very well trained). At this point, the 100lb dogs legs are bit up because the 40lb dog bit them as the 100lb dog was on top of her. However, both of our dogs now have bites all over their faces, cuts everywhere, and my 3 year old is so upset.
I know, it sounds like a mess and drama. I was so furious w/ the 2nd incident I called and made a police report. To this day my 3 year old is traumatized and will not go back to the garage. If we make her she is crying and shaking.
The icing on the cake is that I decided to not puruse any legal options. We live in rowhouses, and I don’t want to keep the drama going with neighbors. So with the 1st incident, I spoke to the neighbor and told her we should just walk our dogs at different times of the day and away from each others houses. She agreed. With the second incident, somehow he is trying to find us at fault. Today we received a letter in our mailbox to get our dogs vaccinated and kept on a leash. So I called the number at the bottom, it was from the ASPCA I believe and I asked how they assume we don’t already have our dogs vaccinated. He said it was a complaint, and that’s why it was listed. I also told him about the incidents and asked how to take care of this, he said our only option is to make a complaint, follow it up w/ more complaints. I told him that sounds like this could be a cycle for everyone involved. He said the only other option is to hire an attorney.
Really? I mean, how can people be so negligent and somehow we are now looking like the bad dog owners. Our dogs are kept on a leash. We do have them vaccinated. If your dog runs up to our dog and gets bit, don’t whine to us. Now our dogs are titled “vicious” throughout the neighborhood (which we have lived in for just over 5 years w/ these same dogs).
